The Government of Kenya (GoK) has committed to deliver a series of ambitious social programs to promote long-term economic development for Kenyan citizens through its Big Four agenda: (1) affordable housing; (2) universal health coverage; (3) enhancing manufacturing; and (4) food security and nutrition.
The housing pillar in the Big Four agenda will facilitate the development of 500,000 low cost homes, together with the supporting infrastructure, using innovative funding mechanisms and technologies by 2022 (“Affordable Housing Programme” or “AHP”). The State Department of Housing and Urban Development (“SDHUD”) is championing the realization of the AHP through establishment of a robust project delivery and financing framework that will leverage on private sector funding.
The delivery framework for the Affordable Housing Programme has provided solutions for the systemic challenges in the Housing Sector in Kenya that has made housing for the lower income brackets too costly and unattainable. AHP addresses issues related to the cost of land and bulk infrastructure, fast tracking of statutory approvals under one-stop shop approach, provision of tax incentives for developers, and use of proper planning to make developments more usable and acceptable to the market
Over the last 22 months, SDHUD has been laying the groundwork for a pipeline of housing projects that will transition the program from the planning phase to the implementation phase. The State Department for Housing and Urban Development wishes to notify interested parties that participation on projects on public land is open only to registered Strategic Partners. Interested parties must be developers and/or consortiums who are able to demonstrate technical and financial capacity to undertake projects as per the AHP Development Framework Guidelines (DFGs) and requirements provided in the application form.
Registration for Strategic Partners interested in undertaking projects on public land will be open from 22nd January 2019 and will close on 22nd February 2020.Interested parties are invited to register through the AHP Application Form for Strategic Partners available on the SDHUD website at www.housingandurban.go.ke/affordablehousing as well as the Affordable Housing Portal at www.bomayangu.go.ke/Strategic_partners Interested parties must also send a copy of applications to procurement@bomayangu.go.ke
Once approved, Strategic Partners will receive notification of available public land projects from time to time as they become available.
